Certifications can help applicants stand out, especially for junior positions. That being said, many certifications have expensive, difficult tests, and do not guarantee you a job.

It is possible to have the cost of the test entirely compensated if you go through some kind of training program. Many colleges now offer network security and other classes which often provide vouchers for the cost of the test, and also have the benefit of a live instructor that you can get clarification from on difficult subjects.
